Position Summary

The Master Data Management engineer is responsible for the design and architecture of the MasterData Management solutions for City of Hope, to improve the cost and quality of patient care. This position performs feasibility study of existing source system records within the organization to build a robust and sustainable MDM data warehouse and other data system which supports City of Hope’s mission. The position works closely with Application Analysts, Data Integration team, Database Administrators team, Infrastructure team and Business constituents.

Key Responsibilities include:

Requirements

  • Demonstrated experience building Master Data Management systems in a large-scale enterprise MDM environment using MDM tools such as Informatica Master Data Management, SAP MDM. Or extensive experience in two of the following EMR (EPIC, AllScripts, TouchWorks), both at front-end workflows and backend data models levels.
  • Experience with Healthcare data management, nomenclature and healthcare related terminologies including Master Patient, Provider, and Staff index.
  • Possess good experience in providing architecture oversight, as well as in-depth experience in building and managing enterprise application stack for a data management platform, data models and data delivery components as part of Data Warehouse teams.
  • Provide technical leadership and support for Master Data Management (MDM) platform, including solution architecture, inbound/outbound data integration (ETL), Data Quality (DQ) and Data Director (DD) development, maintenance/tuning of match rules and except, or demonstrated SME level leadership skillsets to analyze EPIC, AllScripts or ToouchWorks data in the context of Data warehouse.
  • Advise and provide support to data stewards, other system owners and technical personnel in master data management concepts and technical matters.
  • Collaborate with source systems data stewards and technical personnel for data governance and to resolve any data quality or technical issues related to data ingestion.
  • Ability to design, develop and translate business requirements and processes for data matching and merging rules, survivorship criteria, and data stewardship workflows using master data management solutions.
  • Design conceptual, logical and physical Data modelling to support Enterprise Master Data Management system or Clinical Data Models.
  • Demonstrated experience in any of the following - deterministic and probabilistic matching methodologies, SQL queries for EMR data models.
  • Demonstrated experience and ability to apply data quality techniques such as match, merge, profiling, score carding, data standardization, and parsing using enterprise data quality platforms.
  • Experience with troubleshooting and resolving master data and clinical data model related issues and provide proven solutions aligning with master data strategies and best practices.

  • Knowledge of project and system development methodologies (e.g. Waterfall, Agile) and the demonstrated ability to apply and adopt methodologies to align with project needs and drivers.
  • Demonstrated ability to perform effective risk planning and mitigation.
  • Ability to create technical and business documentation including white papers, knowledgebase articles, system diagrams, workflow diagrams, and presentations.
  • Ability to accurately scope, define and estimate work effort and resource plans for assigned projects.
  • Experience with workflow analysis and process redesign to improve efficiency and performance.
  • Demonstrated experience managing (scope, forecast, and monitor) budgets.
  • Demonstrated ability to develop metrics and reporting frameworks to measure efficiency and effectiveness, facilitate appropriate resource allocation, and increase the maturity of programs.

Technical

  • Ability to adapt to changing working conditions and work assignments, to be open, and motivated to learn and adapt new ideas and concepts, and to work independently or as part of the team to work on multiple tasks.
  • Ability to multi-task and provide deliverables within fixed timelines and under pressure, as well as the ability to work well in a demanding, dynamic environment and meet overall objectives.
  • Capable of clear and sound reasoning, with a demonstrated ability to use good senses, and sound judgement in practical matters.
  • Understanding of systems analysis, systems architecture, and systems engineering principals such as TOGAF - The Open Group Architectural Framework, Zachman/Taxonomy, Federal Enterprise architecture, or Gartner Methodology.
  • Working knowledge of the principals of Systems/Software Development Life Cycle (SDLC).
  • Demonstrated experience with fundamentals, principals, and processes related to change control for information systems.
  • Knowledge of testing fundamentals, the creation of test plans, and processes to ensure the identification, tracking, and remediation of bugs, errors, and defects.
  • Experience supporting software and hardware for business use, analyzing problems and assisting customers with issue resolution, and exercising best practices to monitor and conduct preventive and routine maintenance on business systems.
  • Understanding of IT infrastructure components including desktop/server-class hardware, software, network and telephony.
  • Understanding of information system security fundamentals and principals, including security protocols, encryption and access management to ensure adherence to regulatory/compliance requirements.
  • Working knowledge of basic analytics/statistical principles, and the ability to synthesize complex information into an easy to understand manner.
  • Knowledge of business workflow and associated terminologies, and the ability to document them with industry standard tools such as Visio or PowerPoint.
  • Ability to work with customers and vendors to analyze problems, determine appropriate courses of action, and identify root causes and resolutions.
  • Follows established City of Hope and department policies, procedures, objectives, performance improvement, attendance, safety, environmental, and infection control guidelines, including adherence to the workplace Code of Conduct and Compliance Plan.  Practices a high level of integrity and honesty in maintaining confidentiality.
  • Performs other related duties as assigned or requested.

Basic education, experience and skills required for consideration:

  • Bachelor’s Degree or the minimum technical experience requirement plus an additional 6 years of technical experience
  • 14-19 Years of Technical Experience And 8-12 Years of Healthcare Experience plus the Informatica MDM or 3-4 Epic Certifications
  • Possess outstanding communication (written and verbal), listening and interpersonal skills; and be able to quickly establish credibility and rapport with a broad set of executives and constituencies.
  • Ability to collaborate and build relationships across diverse teams in a heterogeneous environment.
  • Ability to develop and enhance partnership with customers, take ownership of issues, and assist customers in navigating ITS using "warm handoffs" and other related techniques.
  • Ability to prepare and give presentations, and to communicate (written and verbal) complex technical content to technical and non-technical stakeholders.
  • Ability to work with customers to conduct detailed requirements gathering and analyze information to translate customer objectives into a detailed technical implementation plan.
  • Experience mentoring, coaching and training of staff, and creating personal development plans.

Required Certification/Licensure:

  • Informatica MDM or3-4 Epic Certifications (8-10 additional years of experience in Data management IT plus the minimum requirements instead of Informatica MDM may substitute)  or 3-4 Epic Certifications  (3 years of additional healthcare specific IT experience plus the minimum requirements per missing certification may substitute)

Preferred education experience and skills:

5-10 years of strong leadership and demonstrated SME experience in various EMR systems (EPIC is preferred) data analysis.
