What you will do

As the Metadata and Standards Specialist, you will be supporting upcoming project work, responsible for delivering advice and guidance on information management, and electronic record keeping, and provide direction on metadata standards, vocabularies, and taxonomies within corporate information system.  You will provide direction to clients to ensure the ongoing high-quality metadata within repositories and adherence to evolving best practices and standards including the Bank of Canada’s Information Policy.

In addition, you will:

  • conduct consultations with stakeholders to aid continuous improvement of existing information management and metadata within information systems.  
  • provide hands-on support for the appropriate application of information policies and standards
  • provide hands-on support to clients for the development and management of term sets, naming conventions and other controlled vocabularies
  • brief internal clients on repository requirements (configuration of retention) for data and records lifecycle management
  • coach and train data owners, data stewards, and data users in their ongoing responsibilities related to the management of their information
  • carry out usability, data and information quality, and policy compliance testing and evaluation and make recommendations for remediation
What you need to succeed

You will need a proven ability in information analysis, interpreting and applying information management policy instruments in support of compliance and reduce risk. The ability to gather information, assess potential issues, resolve discrepancies, make appropriate recommendations and decisions are also important in this role and the ability to interpret and assess metadata quality and make appropriate recommendations on how to integrate data from various databases and repositories.

Knowledge of metadata standards, schemas, protocols and structural standards such as Dublin Core are also required as well as knowledge of encoding, format, and exchange standards such as XML and value standards. You should also be familiar with methods for metadata creation, editing, analysis, and transformation and creating data dictionaries for corporate information databases or repositories.

Nice-to-have

  • experience with a metadata/taxonomy system and data transformation tools such as OpenRefine
  • familiarity with RDFa, SKOS, OWL and SPARQL
  • knowledge of linked data concepts, semantic web and user experience design (usability) for data entry and reporting
Your education and experience

This position requires a graduate of a master’s program in library and information sciences from an American Library Association accredited program (e.g., MLIS, MIS) or in a related discipline, and approximately two years of relevant work experience or an equivalent combination of education and experience may be considered.

  • Language requirement: English and French essential (bilingual) with a minimum starting level of functional (level 4) in second official language. Training may be provided to help reach the required level of fully functional (level 5) in second official language.
  • Priority will be given to Canadian citizens and permanent residents
  • Security level required: Be eligible to obtain Secret
